Taxing Drug Price Spikes: Assessing The Potential Impact
On March 29, 2017, senior Democrats introduced comprehensive legislation (titled the Improving Access to Affordable Prescription Drugs Act) in the House and Senate aimed at lowering prescription drug costs and improving transparency. The 129-page bill contains several popular provisions that could help drive its passage or could reappear in a future bipartisan attempt to repair or replace the Affordable Care Act. One such provision is section 202, which establishes an excise tax on drugs with price increases exceeding the inflation rate. The amount of the tax penalty would depend on the size of the price increase. It is mo...

The Cost Of A Cure: Revisiting Medicare Part D And Hepatitis C Drugs
Two years ago, soon after the Food & Drug Administration (FDA) approved the first breakthrough treatment for hepatitis C, we wrote about the potential cost of a cure to Medicare Part D and its beneficiaries. For that piece, we used the best available data to estimate the number of people on Medicare who might seek treatment and the impact on Medicare spending. Here we revisit our earlier analysis using new data released by CMS, and consider both the ongoing impact of hepatitis C drugs for Part D and the broader implications for Medicare of new high-priced drugs entering the market. Hepatitis C Drugs Have Driven Drug Sp...

Our Guide to “ Pre-Approval ” Access to Drugs For Both Doctors & Patients
By ALISON-BATEMAN HOUSE Patients (and physicians) trying to access an unapproved drug outside of a clinical trial can feel as though they’re navigating uncharted waters. Many physicians don’t know that the FDA permits the use of unapproved drugs outside of clinical trials; those who do know often have no idea how to access such drugs for their patients. Those physicians who know about pre-approval access are largely specialists in certain areas—often, oncology or rare diseases—and they are generally self-taught: they didn’t learn about pre-approval access in medical school or in their residencies. Thus, while som...

Blog: ‘Blah blah blah’. But some progress at COP26
© Jess Hurd COP26 started in Glasgow on Sunday 31 October with the preliminary discussions clearing the way for the arrival of world leaders. Joe Biden and other G7 leaders flew in from their meeting in Italy and were met by fleets of limousines to ferry them to their fancy hotels. Unfortunately, many of the people most affected by climate change – the indigenous people of the Global South – are in Glasgow in much fewer numbers than at any prev...

Blog: Phased down and out at COP26
As proceedings ended at COP26 late on Saturday night, the Glasgow Climate Pact joined a long list of previous agreements, arrived at by world leaders, that have failed to ensure global temperatures stop rising. The sum of all the commitments given before and during the two-week jamboree is that the Earth is heading for a 2.4 degree increase rather than being held back to 1.5 degrees. This, according to the prime minister of Barbados, will be a death sentence for many small island communities. COP president Alok Sharma claims that the 1.5 target is still alive; but as many people have said, it is on life support and slippin...

Blog: As we remember the dead and injured, we reaffirm our demand for safe and healthy work for all
Each year on or near 28 April 28, UNISON joins people around the world to celebrate International Workers’ Memorial Day. In doing so, we remember the dead and the injured – those killed, made ill, or hurt by their own or someone else’s work. Yet we also fight for the living – by reaffirming our demand for safe and healthy work for all. According to the TUC, at least 20,000 workers die each year from work-related injuries and illnesses. But the National Hazards Campaign believes that these statistics are wildly inaccurate and that the true figure is closer to 50,000 work-related deaths per year. Despite thes...

Our Guide to Pre-Approval Access to Drugs For Both Doctors & Patients
By ALISON-BATEMAN HOUSE In April 2016, I published guidance, in the form of a mock case study, on how to access a drug before it has been approved by the FDA—what’s known as pre-approval (or expanded or compassionate) access. This is an updated version of that guidance, reflecting multiple important changes in the pre-approval landscape over the past year. In particular, the FDA rolled out a new, streamlined form for single-patient requests, and Congress passed the 21st Century Cures Act, which, among many other things, mandated that certain pharmaceutical companies provide public information about their pre-approval ...
