Smoke-free law compliance and predictive factors in Ethiopia: observational assessment of public places and workplaces
Conclusion This study indicated that public place and workplace non-compliance level was very high in all sites. This calls for more effective implementation of complete smoke-free provisions across all government buildings and institutions in all regions, such as public educational campaigns about the laws and enforcement action for non-compliance. Furthermore, all regional states should adopt Federal Proclamation 1112/2019. (Source: Tobacco Control)

Vaping in a heavily regulated setting: cross-sectional survey of e-cigarette use, perceptions and social media exposure
Conclusion Even in a heavily regulated environment such as Singapore’s, people appear to be exposed to vaping-related content on social media platforms and this exposure is, in turn, associated with more positive perceptions of vaping, but not e-cigarette ever use. (Source: Tobacco Control)

IQOS and cigarette advertising across regulatory periods and population groups in Israel: a longitudinal analysis
Conclusions IQOS and cigarette advertisements varied over time and appeared to have been impacted by regulatory changes. PMI invested more in IQOS advertisements than in cigarettes, with a partial advertisement ban decreasing both products’ advertisements. PMI might be targeting the Ultra-Orthodox Jewish population which has a low smoking rate. Further research and surveillance are needed to better understand targeting strategies in order to inform tobacco control policy. (Source: Tobacco Control)

Tobacco control policy and regulation from diverse perspectives and contexts
This issue brings together studies providing different perspectives of tobacco regulation and policy for cigarettes, heated tobacco products (HTPs), waterpipe tobacco, e-cigarettes and other products. Taxation is cost-effective for governments while reducing smoking prevalence. Ngo et al provide evidence for the underused potential of this policy lever.1 Using the Tobacconomics scorecard and drawing on 2014-2020 data, they show that modest improvement in tax policy scores globally reduced cigarette consumption by 3.27%, but this could have been reduced by 20.74% with optimal tax policies. Low-income and middle-income count...

Philip Morris International advertisements target the oral health field in Japan, contrary to the latest World Dental Federation Policy Statement
There has been increasing commercial promotion of heated tobacco products (HTPs). The WHO has indicated that there is no conclusive scientific evidence that HTPs are less harmful than conventional cigarettes.1 2 However, cigarette smokers in Japan continue to take up and regularly use HTPs primarily due to the perception that they are less harmful.3 4 Moreover, the lack of a comprehensive and effectively enforced domestic ban on the advertisement, promotion and sponsorship of cigarettes and HTPs has led to pervasive public exposure to tobacco advertising in Japan.5 Currently, at least one multinational tobacco company has ...

Lucky Strike advertising: the use of 'anaphora as a rhetorical device to highlight 'smooth as a cigarette product descriptor
Rhetoric is the art of persuasion, which is a central objective of marketing communication.1–3 Marketers seek to develop a favourable set of brand beliefs and attitudes among consumers so that they will buy and keep buying the product.4 Marketing scholars, Edward McQuarrie and David Mick, present a taxonomy of rhetorical figures that are commonly used in advertising language.5 Rhymes and metaphors exemplify rhetorical figures familiar to many people, but other classifications such as ‘anaphora’—in terminology at least—are likely unfamiliar. Anaphora describes ‘the repetition of words at ...

Assessing cigarette smuggling at a time of border closure to international tourists: survey of littered packs in New Zealand
Background Aotearoa New Zealand (NZ) is a country with a tobacco endgame plan that includes denicotinisation of tobacco.1 2 Because of concerns these measures could increase tobacco smuggling, we aimed to provide new baseline data on such smuggling. We studied littered tobacco packs during a ‘natural experiment’ when no international tourists and relatively few NZ travellers arrived due to COVID-19-related border controls (eg, typically requiring 2 weeks of facility-based quarantine for NZ citizens only). That is, we assumed that during this period, the proportion of littered packs which were foreign was likely...

Electronic nicotine delivery systems in Nigeria: product types, flavours and nicotine content labels
Introduction Electronic nicotine delivery systems (ENDS; e-cigarettes) products are penetrating markets in low/middle-income countries (LMICs) with limited regulations and information on industry activity.1 2 For example, the prevalence of e-cigarette ever-use is estimated at 7.9% among adolescents and young adults in Lagos, the most populous city in Nigeria.3 Although these rates are not as high as combustible cigarettes, the absence of specific regulations provides the potential for growth in ENDS use. Currently, data on these products are skewed towards high-income countries like the USA, Canada and the UK.4 There is li...

Impact of electronic cigarette and heated tobacco product on conventional smoking: an Italian prospective cohort study conducted during the COVID-19 pandemic
Conclusions Both e-cigarette and HTP use predict starting smoking and relapse, and appear to reduce smoking cessation. Due to the limited sample size within specific strata, the association with quitting smoking should be confirmed by larger prospective studies. These findings do not support the use of e-cigarettes and HTPs in tobacco control as a consumer product, at least in Italy. (Source: Tobacco Control)

The role of IQOS risk perceptions on cigarette smoking behaviours: results from a prospective pilot study
Conclusions Smokers reduced their smoking rate and increased motivation to quit smoking while using IQOS. IQOS risk perceptions did not directly account for reductions in smoking, although they may contribute indirectly through increased IQOS use. (Source: Tobacco Control)

Standardised cigarettes: the next step for tobacco policy?
As tobacco marketing restrictions intensify, tobacco companies increasingly turn to the cigarette product itself as a marketing medium with new flavours, capsules, novelty filter features and attractive cigarette stick designs. This paper considers a ‘standardised cigarettes’ policy as a potential next step in restricting tobacco marketing. This policy would remove from cigarette products all the elements that increase their appeal and addictiveness: added flavours, nicotine, and visual designs and branding. The result would be a cigarette that is flavourless, not especially addicting, and visually off-putting....

How much to pay for a track and trace system: a simulation model for South Africa
Conclusion The break-even simulation model provides a practical tool for the government to plan the implementation of T&T and to set up an evaluation criteria for the T&T tender process. The simulations illustrate that implementing T&T in South Africa would both reduce consumption (licit and illicit) and generate additional revenue. With some modifications, the model can be applied to other countries as well. (Source: Tobacco Control)

Analysis of e-cigarette warning letters issued by the Food and Drug Administration in 2020 and 2021
This study analyses the Food and Drug Administration (FDA) warning letters sent to e-cigarette companies from 1 January 2020 to 9 September 2021. Study results can inform regulation of e-cigarettes. Methodology Warning letters retrieved from FDA’s website were coded for company type (retailer, manufacturer or distributor), location (domestic or international), infractions listed (PMTA (premarket tobacco product application), selling to minors, advertising to youth or packaging violation/mislabelling), product type (e-liquid, device or both), flavour (fruit, candy, tobacco, menthol/mint, concept flavour) and conseque...

Going 'Super Value in New Zealand: cigarette pricing strategies during a period of sustained annual excise tax increases
Conclusions Between 2010 and 2020, NZ tobacco companies introduced more Super Value cigarette brands and shifted excise tax increases to reduce the impact these had on low-priced brands. Setting a minimum retail price for cigarettes could curtail tobacco companies’ ability to undermine tobacco taxation policies designed to reduce smoking. (Source: Tobacco Control)

Culturally specific health-related features on cigarette packs sold in China
Conclusion Health-related features on cigarette packs sold in China are common. Enhanced policies to address tobacco packaging, labelling and branding could support and facilitate a reduction in the high tobacco burden in China. (Source: Tobacco Control)
