Identifying best modelling practices for tobacco control policy simulations: a systematic review and a novel quality assessment framework
Conclusions While fragments of good practices were widespread across the reviewed PSMs, only a few included a ‘critical mass’ of the good practices specified in our quality assessment framework. This framework might, therefore, potentially serve as a benchmark and support sharing of good modelling practices. (Source: Tobacco Control)

Naturally leading: a content analysis of terms, themes and word associations in Natural American Spirit advertising, 2000-2020
Conclusions In the years since the agreement, NAS ads have heavily relied on still-allowable descriptors that may invite reduced risk misperceptions. Notably, these descriptors were consistently used alongside the banned terminology before the agreement and presented as if affiliated conceptually, possibly prompting similar connotations. Findings indicate a continuing need for research into NAS advertising effects and a potential role for additional regulatory action. (Source: Tobacco Control)

Follow the money: a closer look at US tobacco industry marketing expenditures
Conclusions Between 1975 and 2019, direct advertising dramatically fell while price discounting and promotional expenditures increased. Local, state and federal policies are needed that apply non-tax mechanisms to increase tobacco prices and restrict industry contracts to offset industry marketing strategies. Further study is needed to better understand industry decisions about marketing expenditures. (Source: Tobacco Control)

Shifts in preference for Natural American Spirit and associated belief that ones own cigarette brand might be less harmful than other brands: results from Waves 1-4 of the Population Assessment of Tobacco and Health (PATH) Study (2013-2018)
Conclusions Both brand popularity and concentration of brand-related harm perceptions are important for understanding population impact of changes in cigarette marketing. (Source: Tobacco Control)

Classifying European cigarette consumption trajectories from 1970 to 2015
Conclusions The open-access data produced by this study can be used to conduct comparative international evaluations of tobacco control policies by separating impacts likely attributable to gradual long-term trends from those more likely attributable to acute short-term events. The complex, regionally clustered historical trajectories of cigarette consumption in Europe suggest that the enduring normative frame of a gently sloping downward curve in cigarette consumption can offer a false sense of security among policymakers and can distract from plausible causal mechanisms among researchers. These multilevel and multisector...

Development of the UNC Perceived Message Effectiveness Scale for Youth
Conclusions The University of North Carolina PME Scale for Youth is a reliable and valid measure of the potential effectiveness of vaping and smoking prevention ads. Employing PME scales during message development and selection may help youth tobacco prevention campaigns deploy more effective ads. (Source: Tobacco Control)

Nicotine replacement therapy 'gift cards for hospital inpatients who smoke: a prospective before-and-after controlled pilot evaluation
Conclusions The NRT gift card appears to be a feasible and effective smoking cessation tool that removes a primary barrier to the use of evidence-based smoking cessation pharmacotherapies, while motivating both patients and health providers. (Source: Tobacco Control)

Off-White: decentring Whiteness in tobacco science
‘Vulnerable’ is sometimes used to refer to specific groups of people who use tobacco products. In bioethics, ‘vulnerable’ denotes a need for protection.1 2 In tobacco science, however, the precise nature of vulnerability is commonly undefined. Tobacco programmes may seek to engage ‘vulnerable’ people in programmes that ‘develop capacities’ or ‘build strengths’, implying that people who smoke are deficient in qualities that make other people invulnerable to smoking and the tobacco industry. ‘Vulnerable’ may also simply code for ‘not White’ o...

Specialist vape store developments during the implementation of New Zealands Smokefree Environments and Regulated Products (Vaping) Amendment Act 2020
Aggressive, youth-oriented advertising of electronic nicotine delivery systems (ENDS) caught many governments by surprise and led several to regulate how these products are marketed. New Zealand’s (NZ) Smokefree Environments and Regulated Products Act (the Act), enacted in November 2020,1 addressed the regulatory void that existed from mid-20182 by (among other things) regulating ENDS’ advertising and promotion, distribution and flavours, and aimed to stem rising ENDS use among young people. For example, a repeat cross-sectional survey found that, among NZ 14–15 year olds, trial rose from 20.8% in 2014 to...

E-cigarette vending machines: a new access channel for youth in Guatemala City
Electronic cigarette (e-cigarette) availability and use has increased worldwide since they were first introduced around 2007 and became increasingly popular among youth starting around 2014.1 2 In the USA, Mexico and Guatemala, the prevalence of last 30-day use of e-cigarettes among adolescents is higher than for conventional cigarettes.3–5 In Guatemala, in a sample of 2870 adolescents, 28% were current users of e-cigarettes.3 Experimental evidence suggests that e-cigarettes appeal to adolescents due to their variety of flavours and lower perceived harm than cigarettes.6 7 Furthermore, the e-cigarette market (eg, nic...

The Cheyenne River Sioux Tribe resists JUULs targeted exploitation
Introduction In the USA, Indigenous nations have operated independently since precolonisation.1 Today, 574 federally recognised American Indian/Alaska Native (AI/AN) tribes continue to exercise their inherent sovereignty by governing themselves and their lands, which makes many federal and state laws unenforceable within the reservation boundaries.1–5 However, tribal nations also have a unique ability to use their sovereignty to independently protect their own native communities.1 The goal of this Industry Watch publication is to present a case study of the Cheyenne River Sioux Tribe and how it used its sovereign pow...

Parents support strong restrictions controlling e-cigarette use in Australia: findings from a national survey
Background E-cigarette use (vaping) has increased in popularity among young people with child-friendly flavours and products alongside social media promotions targeting adolescents.1 Often touted as a ‘safer alternative’ to tobacco smoking, e-cigarettes have multiple adverse health effects2 3 and can be a precursor to cigarette smoking, particularly in young people.4–6 Australia has regulations restricting the supply of e-cigarettes.7 In 2021, despite lobbying from industry, it became illegal to supply or purchase nicotine containing e-cigarettes without a prescription and child-proof closures became mand...

Brief report on IQOS point-of-sale marketing, promotion and pricing in IQOS retail partner stores in Atlanta, Georgia, USA
Conclusion Our study revealed a considerable amount of POS marketing and promotion for IQOS/HeatSticks at retail partner locations, visible to all retail consumers, including youth and non-smokers. This study was the first to examine IQOS POS marketing and promotion in the US context and findings add to the extant literature on IQOS global marketing strategies. As additional novel tobacco/nicotine products continue to enter the market, targeted monitoring of the POS marketing and promotion for these new products is warranted. (Source: Tobacco Control)

Over 1 year later: smokers EVALI awareness, knowledge and perceived impact on e-cigarette interest
Conclusions Despite the passage of time, considerable lack of knowledge and misperceptions about EVALI remain among those who smoke. Our findings suggest the need for continued efforts to promote better understanding of EVALI and appropriate behavioural and policy responses. (Source: Tobacco Control)
