More Labor Market Margins of Adjustment
Ryan BourneMany people worry about the existence of labor market outcomes such as low pay, the absence of business family leave policies, or gender pay gaps. A  typical response is to demand the government pass laws to ban these outcomes, or else to mandate business practices that avoid them. This is thought to help the affected workers. In a  recent Cato book chapter, I  explained that things rarely work out so simply. Profit‐making businesses find new ways to make up for higher labor costs or the diminished flexibility imposed upon them as new mandates are passed down. Some cut employment or hiring levels. But rec...

Biden ’s New Legal Migration Border Plan Could Work If He Wants It To
ConclusionPresident Biden has announced one of the largest expansions in legal migration in decades, and if he succeeds in drastically reducing illegal crossings with these new procedures, it will likely lead to expansion to other nationalities. This is the first serious intentional effort to use legal migration to secure the border since the 1950s Bracero Program. Whether it succeeds depends more on how it is administered than the policy on paper, but the administration already knows the blueprint, so failure will have to include an element of intent. Privacy and Its Discontents
Clark Neily andNorbert MichelThere ’s an iconic scene in the movieSpinal Tap where lead guitarist Nigel Tufnel, reacting to a production error that has rendered the band ’s latest record album an unadorned black square, exclaims, “There’s something about this that’s so black, it’s like, how much more black could this be? And the answer is none, none more black.” Last Wednesday’sop ‐ed in theNew York Times by self ‐styled “digital ethics” adviser and privacy‐skeptic Reid Blackman evokes a similar response: How much more wrong could this piece be? A Tale of Tails: How Reptile Regeneration Could Help Humans
Dr. Thomas Lozito. Credit: Chris Shinn for USC Health Advancement Communications. “I’ve always been interested in science and in lizards. I got my first pet lizard when I was around 4 years old, and it was love at first sight,” says Thomas Lozito, Ph.D., who now studies the creatures as an assistant professor of orthopaedic surgery, stem cell biology, and regenerative medicine at the University of Southern California (USC) in Los Angeles. During his childhood, Dr. Lozito turned his parents’ house into a “little zoo” of lizards and amphibians. He sneaked lizards into his dorm room as a college student at Jo...

Can an Unused Transportation Facility Solve San Francisco ’s Homelessness Crisis?
Marc JoffeSan Francisco has an unrecognized opportunity to cost ‐effectively shelter thousands of its homeless residents. The city’smassive Salesforce Transit Center has two unused subterranean levels that could provide over 400,000 square feet of shelter space. Assuming 100 square feet of space per occupant (well above state building code requirements), this facility should be able to accommodate 4,000 individuals. Since the city ’s most recent point‐in‐time countidentified 4,397 unsheltered homeless people, utilizing this space for shelter would make a tremendous difference. When the tran...

Most Venezuelans Were Let in Legally in November
David J. BierOver the summer, the Biden administrationsuccessfully slashed illegal immigration from Haiti by letting Haitians apply for asylum at legal crossing points along the U.S.-Mexico border. In November, following its decision to expel Venezuelans who cross illegally, it has also begun to let many Venezuelans enter legally as well —both at airports and at the land borders. It shows how the administration can easily end the border crisis by increasing legal migration. The number of Venezuelans at legal crossing points —officially labeled “inadmissibles”—jumped to 6,817 from just 781 in October and 184 in S...

What Makes Crossing the Border Illegal? DHS Does
David J. BierThousands of immigrants are crossing the U.S.-Mexico border to request asylum in the United States. These people are not trying to evade detection of the U.S. government. They are turning themselves in for processing. TheWall Street Journaldescribed the scene this way:On Wednesday morning, several hundred migrants waited on the U.S. side of the Rio Grande for a  chance to surrender to waiting Border Patrol agents, the first step in what is likely to be a long legal process to apply for asylum. The migrants stood in a single‐file line, many huddled under blankets to shield them from near‐freezing t...

The Supreme Court Should End Chevron Deference
Thomas A. Berry andIsaiah McKinneyLoper Bright Enterprises is a family ‐owned herring fishing company that operates in New England waters. Herring fishing is hard work on a small boat, and every inch of space is valuable for storing supplies, fishermen, and the catch. Nonetheless, a National Marine Fisheries Service ( “NMFS”) regulation requires that herring fishing boats allow an additional person on board to serve as a monitor, tracking compliance with federal regulations. Not only does this monitor take up limited space, but the fishermen must also pay the monitor ’s salary of around $700 ...
