Toward universal human papillomavirus vaccination for adolescent girls in Hong Kong: a policy analysis
AbstractStudies have assessed early population-level impact of human papillomavirus (HPV) vaccination programs for preventing cervical cancer. Through a case study in Hong Kong we examined stakeholder engagement and interactions to promote a universal HPV vaccination program using the Health Policy Triangle framework for structured health policy analysis. Using data from a document review and semi-structured in-depth interviews, we used thematic and stakeholder analyses to describe the process of policy formation. Given Hong Kong ’s political and health system, and a mix of Chinese and Western values, stakeholders judged...

Understanding oral health disparities in children as a global public health issue: how dental health professionals can make a difference
We present the policy, educational, and public health-related suggestions for improving outcomes and professional collaboration and five key areas for action: (1) increase advocacy efforts, (2) support in terprofessional education and practice, (3) promote oral health education and increase health literacy, (4) increase collaboration with community and school-based oral health care workers, and (5) use of technology to increase access to dental care and health information. A decade of extreme oscillations in opioid control and availability: implications for public health in a Canadian setting
AbstractWe comment on developments in and impacts of medical opioid control and availability in the province of British Columbia (Canada). Population-level dispensing of (strong) prescription opioids doubled in 2005 –2011, yet subsequently declined by half 2011–2018 following implementation of various opioid control measures. Notwithstanding this inversion, BC has featured the highest population rates of opioid-related mortality and morbidity in Canada. The erratic opioid availability patterns presumably fa cilitated major increases in opioid misuse, morbidity, and mortality. Tangible benefits for pain care from increa...

Analyzing the cost-effectiveness of Lyme disease risk reduction approaches
AbstractLyme disease (LD) is endemic in many regions of the Northeastern United States. Given the elusive nature of the disease, a systematic approach to identify efficient interventions would be useful for policymakers in addressing LD. We used Markov modeling to investigate the efficiency of interventions. These interventions range from awareness-based to behavioral-based strategies. Targeting animal reservoirs of LD using fungal spray or bait boxes did not prove to be an effective intervention. Results of awareness-based interventions, including distribution of signage, fliers, and presentations, implementable in differ...

The role of peanut-free school policies in the protection of children with peanut allergy
AbstractPeanut allergy that affects 1.4 –4.5% of North American children, has increased in prevalence in the past 20 years, is often diagnosed early in life, and outgrown in fewer than 20–32% of children by age 6. Recent self-reported data suggest that over 50% of peanut allergic individuals have had a severe reaction. Because food ( and peanut in particular) is a ubiquitous part of school attendance, this raises the potential for reactions to accidental peanut ingestion at school. Accordingly, there is increasing interest in creating policy to protect peanut allergic children in the school environment—sometimes as ...

Needed: new authority to build public health system capacity for climate change health threats
AbstractStrong public health system capacity is essential to protection against climate change health threats. Taken as a whole, the United States (U.S.) public health system lacks the requisite capacity. Unlike some other countries, the U.S. federal government and most state and local governments give low priority to strengthening public health capacity even though states and localities have begun investing billions of dollars in strategies to protect physical infrastructure from climate change-related severe weather events. I recommend enactment of new legislative authority specifically to develop public health capacity ...

The climate emergency: where is health care?
AbstractHealth care professionals and organizations have attempted to advance sound climate policies through educational efforts including conferences, symposia, webinars, and  policy and scientific statements. Unfortunately, these approaches have failed to make a substantial impression on the public or elected officials. In view of rapid environmental degradation, our industry must urgently marshal every resource at its command to protect patients and communities. The p ower and influence of health care can offset pressures and retribution from entrenched fossil fuel interests. Ethically, the shared mission of our indust...

Distribution of sugar-sweetened beverage sales volume by sugar content in the United States: implications for tiered taxation and tax revenue
This study draws on data on sales volume, brand-level market shares, and sugar content to calculate the distribution of sugar-sweetened beverage (SSB) sales volume by sugar content, propose sugar content thresholds for a tiered tax structure, and estimate tax revenue. The most common SSBs sold had 26  g of sugar/8-oz serving; 70.8% had ≥ 25 g of sugar/8-oz serving, 16.9% were in the 10–15 g range, and 8.7% were in the 16–20 g range. A tiered tax with cut points at <  20 g and <  5 g of sugar/8-oz serving is proposed. A tax of 1¢/oz for SSBs in the second tier and 2¢/oz in third tier is proje...

Climate crisis, health equity, and democratic governance: the need to act together
AbstractOn Friday, 20 September 2019, over 4 million people worldwide participated in the youth-led Global Climate Strike. Emphasizing the dire impacts of the climate crisis on people ’s health, planetary health, and health equity, participants called for politicians and those with power to listen to the scientists and to the evidence. But who are these politicians and what is the evidence regarding to whom they listen? In the United States (US), critical research documents how the public’s will is being subverted—and people and planetary health are being harmed—via changes to the ‘rules of the game’ that affec...
