Involvement of Local Health Departments in Obesity Prevention: A Scoping Review
Conclusion: LHDs could likely play a greater role in OP and population-level interventions and use data in intervention decision making. However, literature is limited. Future research should focus on LHD capacity building, including academic-public health partnerships. Studies should include rural populations, data, and SDOH frameworks addressing “upstream” factors. (Source: Journal of Public Health Management and Practice)

Using Informatics to Build a Digital Health Footprint of Patients Living With Inherited Metabolic Disorders Identified by Newborn Screening
Newborn screening is a process identifying people with inherited metabolic disorders (IMDs) at birth, but these patients are often lost to follow-up, and limited data on their long-term needs are available to advocate for policies that will help this vulnerable community. Using informatics best practices, the Medical Nutrition Therapy for Prevention (MNT4P) program and the Public Health Informatics Institute successfully deployed a minimally viable product—that is, the most basic working version that is scalable—allowing for lifelong patient follow-up and outcome and needs tracking, and that can address national data g...

Community Health Worker Initiatives: An Approach to Design and Measurement
This article provides a unified and comprehensive logic model for these initiatives that also serves as a common framework for monitoring and evaluation. Implementation: We developed a logic model to fully describe the levels of effort needed to effectively and sustainably engage CHWs. We mapped monitoring and evaluation metrics currently used by federally funded organizations to the logic model to assess the extent to which measurement and evaluation are aligned to programmatic efforts. Evaluation: We found that the largest proportion of monitoring and evaluation metrics (61%) currently used maps to the “C...

Form Follows Function: A New Structure for a School of Public Health in the 21st Century
National discussions around education in public health in the early 2010s and the subsequent revisions to accreditation criteria for schools of public health in 2016 resulted in a dramatic shift away from the traditional 5 core discipline model in requirements for core curricula and the offering of specific master of public health degrees. With greater flexibility and opportunities for innovation, the College of Public Health at the University of South Florida embarked on a reexamination of its organizational structure, which, like many accredited schools, was based on the old 5 core discipline model. A transparent, inclus...

Multipronged Approach to Controlling a Tuberculosis Outbreak Among Persons Experiencing Homelessness
In May 2009, the Marion County Public Health Department in Indiana declared a tuberculosis (TB) outbreak among persons experiencing homelessness in Marion County, began active case finding to detect additional cases, and formed a TB outbreak response team to plan and coordinate outbreak activities. Outbreak-associated cases had 1 of 2 outbreak genotypes and either reported experiencing homelessness themselves or had an epidemiologic link to a shelter or a person experiencing homelessness. The last of 53 outbreak-associated cases was detected in 2019 after more than 2 years without a case. The Marion County Public Health De...

Public Health Expenditures and Clinical and Social Complexity of Tuberculosis Cases–Alameda County, California, July-December 2017
Conclusions: Total public health expenditures approached $500 000. Most case-patients were clinically complex, and about 20% were uninsured. While expenditures were higher for uninsured case-patients, insured case-patients still incurred TB treatment, diagnostic, and insurance-related expenditures. State and local health departments may be able to use our expenditure estimates by insurance status and description of clinically complex TB case-patients to inform efforts to allocate and secure adequate funding. Reporting of Latent TB Infection Among Non–US-Born Persons Adjusting Their Immigration Status to Permanent Residents: An Opportunity to Enhance TB Prevention
The objective was to explore common barriers and facilitators to treatment of latent tuberculosis infection (LTBI) among this population. Civil surgeons are mandated to report cases of LTBI to the state or local health department. Outreach revealed a wide variation in patient understanding of LTBI and provider practices around discussing LTBI and recommending LTBI treatment. The results of this small-scale study can inform public health strategies to engage with civil surgeons and their patients to both improve reporting practices and increase rates of LTBI treatment completion in patients born in high TB burden countries....

Trends in Condomless Sex Among MSM Who Participated in CDC-Funded HIV Risk-Reduction Interventions in the United States, 2012-2017
Consistent and correct use of condoms can reduce the risk for sexually transmitted diseases, including HIV/AIDS. Studies have reported that condomless sex among men who have sex with men (MSM) has steadily increased in recent years. We analyzed data reported by 51 health departments regarding 82 556 HIV-positive and HIV-negative MSM 13 years or older and participated in Centers for Disease Control and Prevention–funded behavioral risk-reduction intervention programs during 2012-2017. The percentages of condomless sex increased from 56.3% to 72.0% (estimated annual percent change [EAPC] = 7.1%) among HIV-positive MSM and ...

Reducing Disparities: A Virtual Quality Improvement Collaborative Resulted in Better Health Outcomes for 4 Target Populations Disproportionately Affected by HIV
Conclusions: The collaborative demonstrated improved health outcomes and reductions in HIV-related health disparities, moving toward ending the HIV epidemic. The model of utilizing low-cost videoconferencing technologies to create virtual communities of learning is well suited to mitigate other disease-related disparities, nationally and abroad. Estimating the HIV Effective Reproduction Number in the United States and Evaluating HIV Elimination Strategies
Conclusions: Our results suggest that current prevention and treatment efforts may not be sufficient to move the country toward HIV elimination. Reducing Re to substantially below 1.0 may be achieved by an ongoing focus on early diagnosis, linkage to care, and sustained viral suppression especially for MSM.
