Charting Some of Industrial Policy ’s Opportunity Costs
Adam N. Michel andScott LincicomeIn the last few years, Congress has authorized as much as $2.1 trillion in domestic subsidies for preferred industries such as steel, semiconductors, and electric vehicles —a flood of taxpayer cash that supporters havecheered for boosting U.S. manufacturing and the economy more broadly. As Cato scholarsandothers havelongcautioned, however, a  proper assessment of industrial policies’ efficacy requires considering far more than a simple correlation between new government spending and new private investments, jobs, and products. Among the necessary considerations is the spending’s opp...

Leading for all: supporting trans and non-binary healthcare staff
This report, developed in partnership with the LGBT Foundation, includes new data from a survey and interviews with trans and non-binary people in the NHS. It finds that 55 per cent experienced transphobia in the workplace and 47 per cent experienced negative or stereotypical assumptions about their gender identity. It aims to support leaders to become effective, active allies to their health care staff; take action to ensure working environments are inclusive; and guide decision-making when developing policies for trans and non-binary staff.ReportNHS Confederation - publications (Source: Health Management Specialist Library)

Not Indentured: Most H ‑1Bs Starting Jobs in 2022 Switched U.S. Employers
David J. BierCritics of the H ‑1B visa for skilled foreign workers often claim that the status amounts to “indentured” servitude. Indentured servitudeis a  contract to work for a  single employer for a predetermined periodwithout pay. H ‑1B workers are not only paid—they receive wagesin the top 10 percent of wage earners in the United States. As importantly, although they face more obstacles to changing jobs, H ‑1B workers are not tied to a single employer, and they change jobs regularly. In fact, H ‑1B workers are leaving their initial H‑1B employers more than ever. Figure 1 shows the number of H‑1B ...

White House Extends Ukraine ’s Steel Tariff Exemption; Sad Reminder of Steel Protectionism
Clark PackardOn the heels of Russia ’s aggressive war against Ukraine in early 2022, the Biden administration temporarilyexempted Ukrainian steel from the Trump administration ’s bogus “national security” tariffs imposed under Section 232 of the Trade Expansion Act of 1962 (at the behest of the domestic steel industry). The exemption was set to expire on June 1, 2023, with tariffs snapping back to 25 percent. Last week, the White Houseannounced it would maintain Ukraine ’s exemption from tariffs and expanded it to cover Ukrainian steel processed within the European Union (EU). For free traders battered by ill‐...

Domestic Benefits from Foreign Tax Havens
Adam N. MichelForeign investment in low ‐tax countries complements U.S. production and expands global investment.Low ‐tax countries are often derided for either attracting illusory corporate profits without changing true investment behavior or for attracting international investment to the detriment of usually higher‐tax countries. However, research consistently finds that when multinational businesses i nvest abroad, they also increase investment at home. For example, Mihir Desai, C. Fritz Foley, and James Hinesfind that“one dollar of additional foreign capital spending is associated with 3.5 dollars of ad...

$9.3 Billion San Jose Subway Project Would Reduce Local Car Trips Less Than 0.4%
Marc JoffeA six ‐mile extension to the Bay Area Rapid Transit (BART) system would have a minimal impact on personal vehicle emissions according to data in a federal travel forecast. Further, because the federal analysis is based on pre‐pandemic socioeconomic forecasts and travel patterns, it greatly ove restimates future ridership on the subway extension, which has a $9.3 billion estimated cost.A Federal Transit Administration (FTA)profile of the project shows that the BART extension would provide 32,900 passenger trips per weekday, or just over 9.5 million trips per year in 2040. The annual estimate is about 2...

Public Schools Can ’t Force Employees to Support Ideas They Oppose
Thomas A. Berry andNicholas DeBenedettoIn the Fall of 2020, public schools in Springfield, Missouri implemented mandatory “equity” training. All employees of the school district were required to attend a session, not just teachers. The employees were told that if they did not participate, the school district would dock their pay and they could lose necessary professional development credit. The training topics included “Oppression, White Supremacy, and Systemic Racism” and tools on “how to become Anti‐Racist educators.” Training sessions included several interactive exercises that required participants to ...

It ’s World Trade Week…and (Apparently) the Start of the “Silly Season” in Washington
Scott Lincicome and Alfredo Carrillo ObregonIt ’s a well‐known fact in the nation’s capital that politicians’ rhetoric gets progressively detached from reality as a November election approaches. During a race’s final few months, inconvenient things like “facts” and “logic” tend to get thrown out the window as candidates g et desperate for votes. On trade, at least, it seems President Biden has kicked off the 2024 “silly season” more than a year early. In particular, Biden ’s recent proclamation announcingWorld Trade Week 2023 (and implicitly justifying his tariff ‐ and subsidy‐heavy “w...
