Summering American Black Tern
An adult (breeding plumage) American Black Tern, Chlidonias niger surinamensis has turned up at the tern sanctuary in Long Nanny Northumberland for the third season in a row. It’s been here for at least three or four days, at least a week earlier than last year and a couple of weeks earlier than 2020. It will probably depart the land in July again. It’s not likely to find a mate among the 800+ Arctic Terns that are present on the dunes right now. Nor their neighbours on the sand, Common Terns, Little Terns, Sandwich Terns. The bird would normally be seen migrating to South American coasts in the northern wint...

Rock ‐a‐Bye Trade Restrictions on Baby Formula
Gabriella Beaumont-SmithOver the last few months, a  U.S. baby formula producer issued recallsbothvoluntarily and required by the Food and Drug Administration (FDA). These recalls arerocking the U.S. baby formula market leaving parents facing higher prices andbare shelves. Stores like Walgreens,CVS Health, andTarget are limiting the number of formula products per purchase because of low inventory —just last month, national out‐of‐stock levels reached40 percent! One reason retailers are struggling to recover stock levels is the multifarious trade restrictions that limit infant formula imports. The United States ...

Distinguishing Home ‐Grown Inflation from Global Inflation
Alan ReynoldsEach country imagines inflation to be anational problem to be entirely blamed on national fiscal authorities or on each nation ' s central bank. Yet March CPI inflation averaged 8.8% for all 38 countries in theOECD, and 7.8% for the 27 EU countries.Economists at the Federal Reserve Bank of San Francisco, in theFRBSF Economic Letter, ask a narrower question: "Why is U.S. Inflation Higher Than in Other Countries?"  They first begin by acknowledging that there have been some uniquely huge global events driving world pricesdownin 2020 (COVID-19 lockdowns causing long-term loss of productive capacity) and other po...

Soft Robotic Sleeve for Lymphedema Treatment
Researchers at the University of Waterloo in Canada created a soft robotic sleeve to treat lymphedema. Lymphedema involves fluid accumulation in tissues because of damage to the lymph system. This wearable sleeve combines a microfluidic controller and soft robotic components that apply compression to the arm to reduce and control fluid accumulation. The small components avoid the need for a stationary pump to inflate the sleeve and allow for tetherless use during regular activities. Lymphedema often strikes breast cancer patients, who frequently require surgical removal of lymph nodes in the armpit. This can cause fluid...

Five Market ‐Oriented Policies to Help the U.S. Semiconductor Industry
Scott LincicomeWith Congress still considering a $50 billion-plus subsidy package for U.S. semiconductor manufacturing, I ’ve discussed themany(many)reasonswhy such subsides are costly and unnecessary, as well as theignominious history of similar industrial policies in the United States. This doesn ’t mean, however, that the U.S. government should simply do nothing. Instead, there are many horizontal, pro-market policy reforms that would deliver substantial benefits to chipmakers and other capital-intensive advanced manufacturers in the United States while avoiding U.S. industrial policy’s common pitfalls – picking...

How The PBM Insulin Scheme Is Poised to Be Disrupted by Civica Rx
So, with this week ' s news focused on other areas (like the Supreme Court), I thought it might be appropriate to focus on something which is still very broken, yet seems poised to be resolved by good old fashioned market forces: insulin prices. The U.S. " market " for insulin is bedeviled by the same problem that causes all U.S. prescription drug prices to be so high: Pharmacy Benefit Managers ( " PBM ' s " ) are manipulating prescription drug discounting behind-the-scenes in order to enrich themselves at everyone else ' s expense. The Treasury ’s Special Enforcement Measures, Again
Nicholas AnthonySome may remember when the “Special Measures to Fight Modern Threats Act” was excluded from theNational Defense Authorization Act and then later excluded fromthe COMPETES Act. It seems that the bill is back once again after Representative Jim Himes (D ‑CT) reintroduced it last week.Originally, the bill was designed to remove a number of public notice requirements and expand the Treasury ’senforcement abilities under the Bank Secrecy Act (BSA)in order to, “[streamline] the process by which special measures may be introduced and [modernize] the authorities granted to the Financial Crimes Enforc...

The health care systems in the United States and Canada are failing
There are no two ways about it: The health care system in the United States and Canada is failing. Few want to talk about a dirty little secret, but the facts are clear. The New Fascism in Occupational Therapy
I am sometimes hesitant to extend my commentary to the academic editorializing that happens in the occupational therapy literature of other countries, but I am unable to remain silent.  Too often the ideas expressed elsewhere slither their way into the thinking of academics in the United States. And, of course, any objection to these ideas immediately causes one to be branded xenophobic, and usually worse, so I will simply gird myself for that criticism; I know it is coming. Over time I have raised the issue of international ' goodness of fit ' of philosophical constructs - initially in OT24VX presentations. ...

Thanks, Public Schooling, for Ruining the Happiest Place on Earth
Neal McCluskeyWith the country ’s seemingly hopeless political polarization, wouldn’t it be nice if there were someplace where we could forget about politics and just have fun together? It would be such a relief, one might call it “the happiest place on Earth.” But no.Thanks for ruining Disney World, public schooling.Disney is now a  major combatant in the nation’s culture war. Yes, itsinternal workings have become a  part of the war, but it was Disney’s weighing in against Florida’sParental Rights in Education law – dubbed “Don’t Say Gay” by opponents – that got Mickey all politicized. The law i...

New National Drug Control Strategy Takes Some Positive Steps But Can Go Much Further
Jeffrey A. SingerIn the wake of a Marchreport from the Centers for Disease Control and Prevention (CDC) that drug overdose deaths climbed to a record 106,000 for the 12 months ending November 2021 (last November the agency reported100,000 overdose deaths for the 12 months ending April 2021), the White House Office of National Drug Control Policy published a National Drug Control Strategy today. On the positive side is ONDCP ’s new appreciation for the benefits ofharm reduction for reducing the risk of death and disease from using drugs obtained in the dangerous black market. The strategy includes a&nbs...
