However, gaps in leadership and management capabilities exist and can seriously derail these efforts. Conversely, enhanced management and leadership can increase the efficiency and effectiveness of systems, maximizing the use of scarce resources. Building on work accomplished through previous capacity building efforts, this funding opportunity announcement (FOA) aims to enhance capacity of host country governments to independently manage and lead an effective response to their HIV epidemics.
