Substitute Skin Graft Fraud

I just listened to a board meeting in a particular state that took place right after an oral exam I had to do in order to obtain a license in said state. They had a disciplinary meeting for a DPM who was excessively using substitute skin graft products on ulcer patients he was contracted with the VA for.
