How Large Is American Government?
America ’s strong economic growth and high living standards were built on our relatively smaller government. U.S. per capita income is higher than nearly all major countries and our government spending is still somewhat less. However, America ’s lower-spending advantage has diminished. TheOECD publishes data on total federal-state-local government spending as a percentage of GDP for its member countries. The chart shows spending for the United States and for the simple average of 30 OECD countries which have data back to 1995. These are high-income countries such as Canada, Germany, and Japan. The chart shows that the Un...

Misunderstandings on the WTO, Trade, and the Environment
These days, the Trump administration ’s attacks on trade liberalization, trade agreements, and the World Trade Organization are focused on issues such as trade deficits and allegations that the United States is being treated “unfairly.” But before Trump and his trade team hijacked the trade debate, there had been a critique from the left that trade was bad for the environment in various ways. One example was that trade agreements supposedly got in the way of domestic environmental regulation. There had been some trade disputes over domestic environmental regulations, some of which had included provisions that discrim...

Why Is the USA Only the 35th Healthiest Country in the World?
By ETIENNE DEFFARGES According the 2019 Bloomberg Healthiest Country Index, the U.S. ranks 35th out of 169 countries. Even though we are the 11th wealthiest country in the world, we are behind pretty much all developed economies in terms of health. In the Americas, not just Canada (16th) but also Cuba (30th), Chile and Costa Rica (tied for 33rd) rank ahead of us in this Bloomberg study. To answer this layered question, we need to look at the top ranked countries in the Bloomberg Index: From first to 12th, they are Spain; Italy; Iceland; Japan; Switzerland; Sweden; Australia; Singapore; Norway; Israel; Luxe...

Last of the Short-eared Owls
Short-eared Owls (Asio flammeus) like to spend their winters where it’s slightly warmer than their native lands of Iceland, Scandinavia, and Russia. I say warmer, they migrate to northern, eastern, and parts of central southern England especially around the coast. But, they also seem to have favoured NT Burwell Fen this winter. Got quite close to the Owl photographed above without spooking it, but there was a group of people up ahead who had an even better view when it landed right in front of them, but they decided to blunder ahead and get even closer than 20 metres for their photos, scaring the bird and ruining ev...

The Quarrymen North of Cambridge
Yes, for they are men driving those diggers and lorries on the Cottenham quarry north of Cambridge. I drove down Long Drove once again, yesterday, dog and bins in tow, in the vain hope of spotting the Hooded Crow and the Iceland Gull that have been hanging around with the other corvids and gulls in this part of our village for months now. No sign in the fields opposite the dump and no sign on the quarry. So, herewith a few snaps from the Drove of the quarry activity (they’ve shaved away the raised edge along the drove so you can see clearly into the site just standing alongside dog and car. There were a few gulls and...

High Tax Rates Won ’t Work in Today’s Economy
Rep. Alexandria Ocasio-Cortezis making headlines calling for raising the top individual income tax rate to 70 percent to fund a Green New Deal. Sympathetic commentators are saying that such a high rate on the wealthy is no big deal because the top tax rate used to be 70 percent and above. Noah Smith atBloombergsays the congresswomen ’s plan would be “a return to the 20th century norm.”The problem is that globalization has dramatically changed the economy over recent decades. High tax rates were not a good idea back then, but they would be disastrous now. Before the 1980s, capital controls under fixed currency exchange...

What Are the Expected Results of California Board Quotas?
Beginning in 2019, California is set toimplement a new law that requires companies fill around 40 percent of corporate board positions with women.[1]  This means California is following the lead of european countries including Norway, Belgium, France, Germany, Iceland, Italy, and Spain which have legislated similar reforms for corporate boards. The California mandate may face federal and state legal challenges. However, assuming the law is implemented, observers will no doubt be interested to see whether it accomplishes its objectives. For example, will the law improve corporate leadership representation for women?A study ...

Bohemian Waxwings
First time I saw Bohemian Waxwings  (Bombycilla garrulus), a flock of 80 or so were in trees at the parking area on the Cambridge Science Park. I heard their unmistakable tweeting first but didn’t catch a photo before they flocked off down Milton Road. After that, I kept my ear to the air (well the UK Waxwings twitter feed) in the hope of more sightings as the winter went on. Never did see them again to photograph… …until we were visiting Newcastle and I heard that there were apparently a dozen or so in berry-rich trees opposite St Bartholomew’s Church in Long Benton. The trees are in the gardens of...

Gerontological ornithology
Ask anyone how long they imagine wild birds live, and the answer might be a 2-3 years, perhaps, or maybe a bit longer, certainly not as long as a cat or a dog. Well, the truth might surprise you. While it is true that some of the common garden species we know and love have quite short lifespans, there is evidence (from scientific ringing) that wading birds, like Oystercatchers and Woodcocks, can live for several decades. One Oystercatcher, well known to birders, was first ringed by by Adrian Blackburn in on the Lincolnshire  coast (Eastern England) and was last logged just over 40 years later in 2010 in roughly the same...

Perfecting The Power to Talk – The Future of Voice And Speaking
Talking, conversing, exchanging words: for more than 10 million people, this seemingly simple act cannot be imagined without assistive technologies, such as voice generating devices, touch screens or text-to-speech apps. What does the digital future bring for them? How could innovations turn around the translation industry or the medical administration process? Here’s a glimpse into the future of voice and speaking. Speaking, identity, voice stereotypes Give me the key! – This simple sentence carries much more information when it’s pronounced. A weary Philippino mother could instruct her little child as she cannot op...

The Genomic Data Challenges Of The Future
As DNA is the new oil (or bacon?), and its amount continues to increase exponentially, technical, ethical, legal as well as security and privacy challenges arise by the dozens. The Medical Futurist believes now is the time for concerted, community-wide planning for the genomic data challenges of the next decade. The amount of genomic data is soaring – and the challenges growing Imagine genes as sentences and genomes as entire books consisting of tens of thousands of chains of words. Interpreting the whole book for the first time by completing the Human Genome Project took more than 15 years. It’s fascinating how far hu...

How Could Genomics Bring Precision Medicine To Healthcare?
By 2025, between 100 million and 2 billion human genomes will have been sequenced, researchers said. What do medical research, companies or governments do with such an incredible amount of data? How could genomics bring DNA-based targeted treatments, personalized drugs, and individualized clinical methods, in other words, precision medicine to healthcare? Does disease categorize people? In the previous centuries, healthcare systems focused mainly on working out generalized solutions for treating ill people in as high numbers as possible. If cough syrup was good for the majority of the coughing masses and only two people ha...
