Should a reapplicant's school list include mostly schools he/she hadn't applied to before?

Last cycle, I applied to 17 schools as CA ORM -- Harvard, Hopkins, Stanford, Penn, Columbia, NYU, Yale, Cornell, Mt. Sinai, UCSF, UCLA, UCSD, UC Irvine, USC, Brown, Vanderbilt, and Mayo. This resulted in 5 IIs and 4 WLs. From a thread posted previously, I deduced that it was probably my interview performance.
