OTs for shoulders?

Co-worker has shoulder pain and can apparently get an appointment to see OT several weeks before he can see PT. I remember being told by a family physician that OT is good for shoulders to fingers, however I had a PT I worked with once tell me that OT is more below the shoulders. What is the average OT's "comfort level" and experience with treating shoulder injuries? Is it something y'all can do, but prefer to leave to PT, or is it something y'all feel as comfortable with as hands? Thanks
