3)Explains the criteria for evaluating applications; and,
4)Provides guidance on the types of entities that are eligible to apply for funding.

The goal of this Program is to fund innovations that will result in widespread improvements in literacy skills for Bangladeshi students via:
1) improved teaching and learning materials;
