Feedback: Phytoscience and double stem cells
We just received an email query: Are there any scientific papers to substantiate the claims made by Phytoscience or is this just another MLM scam? Thank you for your email. To our knowledge there are no clinical studies to back up the claims made with regards to any particular disease or condition. It is commonplace in Malaysia to see things allowed on sale as “supplements” but sold with wild unsubstantiated claims on miracle cures (testimonials are fraught with problems and cannot be used as clinical evidence) See the post Be wary of “stem cell” scams for further understanding. Handling abusive patients
(pic via Medscape) Doctors and nurses will on and off encounter “difficult” patients who can turn abusive and even violent. An example is this video which went viral on the social media. Kudos to the doctor who remained calm. It is a sad fact that there are so many people these days who do not know how to behave in a civil manner. Do you know how to handle abusive patients? Does your work place have an SOP for handling abusive patients? Doctors can learn and discuss more in 1) Our Dobbs FB Group (click to join but look for a verification message in your inbox as the group is only for Malaysian doctors) 2) Our...

Moratorium on medical schools continues
The “ban” on new medical schools is supposed to continue for another 5 years, according to this Star report THE ban on new medical programmes is expected to continue for at least another five years. The Health Ministry and the Education Ministry are preparing a memorandum for the Cabinet to continue with the ban, said Health Minister Datuk Seri Dr S. Subramaniam. The current ban began in May 2011 and will expire on April 30 next year. The move was to prevent the rapid increase in medical graduates and put the brakes on the rise in the number of housemen. “This time around, we not only want to extend the ban,...

Affordable healthcare with 11MP?
You might have seen this diagram summarising what’s in store for healthcare under the 11MP: What does this really mean for the future of healthcare in Malaysia? Will it really address the current problems including imbalance (too many junior doctors and too few specialists in public sector) and maldistribution (too few doctors in rural areas) of doctors? Will it really alleviate the problem of overcrowded public hospitals? Does it address the problem of the uninsurable such as those with pre-existing illnesses and the elderly? Will it help alleviate the problem of upward spiralling healthcare costs? Doctors can deba...

Query: Asking for altruistic organ donor via Facebook
We had this query via the MMR Facebook page Hello Dr, may I enquire if it’s legal to put on FB to look for altruistic kidney donor in Malaysia ? I have come across in the UK n USA that they put FB site to locate generous people to help either as a family or by previous kidney recipients to help others. My mum is in dire need as she’s in kidney failure In Malaysia, altruistic non-related kidney donors are not allowed without special permission from the UTAC (Unrelated Transplant Approval Committee), and even so this is exceptional. See section 5 of the MOH guidebook on organ transplants which you can view here: ...

APC fees going up by 6 times next year? (II)
Continuation from APC fees going up by 6 times next year? As a recap, the MMC (now a corporatised body which requires funding to run), is proposing a revision of the APC and other fees in the form of a hefty increase of 600% from the current fees. It has come to our attention that there is a template for a letter of appeal circulating amongst doctors and all doctors are encouraged to use this template and write in to the MMC to appeal the proposed increase in APC and other fees. The template of the appeal letter is reproduced for your reference here: This is an embedded Microsoft Office document, powered by Office Online. ...

APC fees going up by 6 times next year?
A leaked circular with the proposed increase in fees imposed by the newly corporatised Malaysian Medical Council shows a stunning increase in the annual APC fee from RM50 to RM300. If you have been following this blog, it’s actually not news as we warned you about it last year (Proposed Amendments to the Medical Act) Anyway, be prepared to fork out more money for everything related to registration – MQE, APC, NSR (registration and annual fees) etc. etc. For Malaysian doctors, you can keep up to date with the news via: 1) The Dobbs doctors Facebook group. If you are on Facebook you can click to join but you ma...

Feedback: Enquiry about MMC recognised medical schools
Joanne writes in: Hi, I have been looking at the list the Malaysian Medical Council Secretariat sent me. However, I cannot seem to find SEGI university and Quest International University Perak on the list. I did call up to QIUP and they told me that they ARE recgonised by the MMC and that the MMC has already sent about 9 Arabians to study at their university. I am really worried on these two universities as I want to enroll on one of these two. Thank you for your time Firstly just some links to pages we have compiled with information for anyone reading this: Student links: http://new.medicine.com.my/schools/ Medical school...

GST and private doctors II
GST is set to be implemented for the first time in Malaysia in less than 10 days time. Right up till this last moment there is still some confusion in the healthcare sector, not the least due to Customs constantly changing their guidelines. At first the impression given was that Healthcare was to be GST exempt but it is not truly so. Many areas will be subject to standard rated GST. “GST exemption” for the end consumer is probably a meaningless term as eventually businesses will pass the cost down to the end consumer. If the Malaysian Government truly wants to help the Rakyat, then the Healthcare sector should ...

Is Malaysia ready for separation of dispensing? The patient perspective
Recently Astro Awani had a public opinion poll on this and the results are pretty evenly split (polls like this in any case can be manipulated by people who want to sway the votes and use nefarious tactics like bots and so on, so don’t take the results too seriously) Both the pharmacy and doctors lobbies have been at it in the press and social media and presenting their side of the argument. You may also have seen this Astro Awani debate between a pharmacist and a doctor: However at the end of the day, I think the perspective should be focused on the patient. Ultimately, will separation of dispensing benefit the pa...

GST and private doctors
The dateline for GST registration for companies expired in December 2014. Come 1 April, GST is to be launched. For the healthcare sector there is confusion not least because of the complicated way it is being implemented and changing goal posts in the interpretation. For specialists working in the private sector providing solely medical consulting, it was originally deemed as GST exempt, then late in 2014, Customs re-interpreted it as an “outsourced service” to the private hospital and made it a GST chargeable service. For private GPs, many thought that they did not have to register until Customs begun circulat...
