Is Hospice/Palliative Care a back door to Opioids?

I'm seeing PCP's really stretch the criteria for palliative care referrals for patients--usually elderly patients with ESRD, CHF, or Liver failure and other "altered comfort" diagnoses.

I think its a back door to opioids.
