Centers for Independent Living Competition

The objectives of this new funding opportunity is to provide financial assistance to the territories of Guam, American Samoa and to the state of Pennsylvania to provide, expand and improve the provision of independent living services in each respective territory and state and to support statewide networks of centers for independent living. The problem that will be addressed is that there is currently no center for independent living (CIL) funded in Guam, American Samoa and a three county area (Allegheny, Armstrong and Westmoreland) around Pittsburg, Pennsylvania. The target population is individuals with disabilities. The CIL shall use the funds to provide services to individuals with a range of significant disabilities. The CIL shall (1) facilitate the development and achievement of independent living goals; (2) work to increase the availability and improve the quality of community options for independent living; (3) provide independent living services; (4) conduct activities to increase the capacity of communities within the service area of the CIL to meet the needs of individuals with significant disabilities; and (5) conduct resource development activities to obtain other funding. CILs are expected to adhere to the Standards and Assurances as set forth in the Rehabilitation Act Chapter I Section 725.
