Uganda: Reposition HIV Programmes to Address Needs of Vulnerable Groups

[Monitor] Uganda's highly lauded HIV/Aids success story in the 1990s was characterised by strong political commitment, massive engagement of communities, and ownership from all key stakeholders. The introduction of anti-retroviral drugs in 2004, followed by the scale up of circumcision programmes and mass HIV counselling and testing (HCT) soon gave way to reductions in new infections.
