UNITE CO-CHAIRS ’ CORNER: Announcing the Inaugural UNITE Progress Report
Guest post originally published on the NIH Chief Officer for Scientific Workforce Diversity Office Blog. Today we published our first NIH UNITE Progress Report! Covering Fiscal Years 2021–2022, the UNITE Progress Report describes NIH’s actions to identify and address structural racism that may exist within the NIH and in the biomedical and behavioral research enterprise. It discusses UNITE’s initial efforts across four focus areas that aim to elevate health disparities and minority health research across institutes and centers (ICs), promote equity in the NIH-supported biomedical and behavioral research ecosystem, p...

Reminders About Financial Conflicts of Interest and Other Support
A recent study from the HHS Office of Inspector General (OIG) affirmed that NIH  grant recipients play a key role in protecting the integrity and security of U.S. biomedical research, in part through requiring Investigators to disclose all of their significant financial interests and all sources of their other support. As noted by the OIG, failures by some recipients to disclose substantial contributions of resources from foreign entities (including foreign governments) have raised concerns about threats to the integrity of NIH-supported research. In response to the OIG recommendations, we are reminding grant applicants a...

Inflation and NIH Research Project Grants
Here we discuss how inflation has been relevant to NIH Research Project Grants (RPG), the largest component of extramural NIH funding. We can start with a straightforward question: What is inflation? The US Federal Reserve defines inflation as “the increase in the prices of goods and services over time.” Prices for research project grants may increase over time for a variety of reasons: Background inflation: Prices increase across the economy due to increases in the money supply and/or economy-wide demand and supply stresses; these are reflected in general price indices, such as the Gross Domestic Product (GDP) price ...

A Reflection on Impact
Some of you may have heard me quote a thoughtful essay by Daniel Shapiro and Kent Vrana (both of Pennsylvania State College of Medicine) that is critical of research institutions promoting what funds they’ve received over what scientific progress those funds have supported. The authors argue that instead of using a ranking system to measure success that favors number of grants and dollars, we should consider a new system that focuses on the efficiency by which the science was conducted and how the research contributes to answering questions that are meaningful to science. With that in mind, it’s worth reflecting that i...

Quiz Yourself on Security and Confidentiality in NIH Peer Review: Rules, Responsibilities and Possible Consequences
Maintaining security and confidentiality in the NIH peer review process is essential. We would like to remind the extramural community of the federal statutes, regulations, and NIH policies regarding peer review security and confidentiality; their responsibilities for abiding by those rules; and possible actions that the NIH (in coordination with other offices) may take and consequences that may ensue from a violation of those rules. Check your knowledge with the following quiz. True or False? Only peer reviewers need to abide by the rules and responsibilities of maintaining security and confidentiality in peer review. ANS...

Reaffirming NIH ’s Commitment to Workforce Diversity
Marie A. Bernard, M.D., Chief Officer for Scientific Workforce Diversity, NIH Diversity is inextricably tied to the success of the NIH mission, thus ensuring diversity within the extramural biomedical research workforce is of utmost importance. We are aware that NIH’s recent decision to rescind a “Notice of Special Interest” (or NOSI) – intended solely to call attention to the presence of a specific funding opportunity announcement and encourage researchers from underrepresented groups to apply – may have caused some to question this commitment. While the spirit of the NOSI was laudable, it may have led to an imp...
