The Case for Change

This review of children ' s social care aims to look at issues through the perspective of children and families throughout their interactions with children ' s social care. It finds that the system is currently under significant strain: more families are being investigated, more children are in care and costs are spiralling as money is increasingly spent on crisis intervention. It also finds that underlying this there are significant inequalities – with deprivation, ethnicity and prior care experience all associated with increased likelihood of state intervention.
