Does anyone have a clue on what it takes to earn the David Geffen Merit Scholarship from UCLA? I assume you need perfect stats.

I assume that an applicant would need at least a 3.95 and a MCAT score of 523+ to get in. But, UCLA receives so many applicants with perfect stats who don't get in and some with stats like a 3.91 and a 519 who do get in. Is it holistic or strictly a numbers-based approach?
