NIH Intramural Research Program ’ s Protocol Navigation Training Program OHSRP Education Series: When IRB Approval Is Necessary and How to Complete the New Investigator Attestation for Tech Transfer Agreements This presentation will cover two separate, but related topics. First, Julie M. Eiserman, a policy analyst in the Office of Human Subjects Research Protections (OHSRP), will discuss the regulatory concept of “ human subjects research ” and when a project might need to be submitted for IRB review (or for consideration of an exemption). This will be followed by an overview of investigator responsibilities when completing the new Investigator Attestation to obtain an MTA or other Tech Transfer agreement. At the end of this session, participants should:• Understand the difference between “ human subjects research ” and “ not human subjects research ” ;• Have a better understanding about when investigators need to submit their research project for IRB review (or for consideration of an exemption);• Be able to interpret the content of the Investigator Attestation form; and• Determine when investigators can complete and sign the Attestation themselves, and when they should seek assistance from the IRB or OHSRP.
