Ideally, yes. Pragmatically it is not possible. The NHS is driven by taxation and has a limited funding; there are so many drugs available within the pharmaceutical market that it is not feasible each drug is funded for by the NHS.
From what I know, the body called NICE decides which drugs should be funded. It does this by looking at the efficacies of all available drugs, and doing a cost-benefit analysis.
