A partnership led by development firm Hines closed escrow Thursday on the land for health insurance giant Centene Corp.'s planned 5,000-employee campus in northwestern Sacramento. Sacramento beat out Austin, Texas, and Phoenix to be chosen as the site for the St. Louis-based company's western hub, with city leaders cutting a $13.5 million tax credit deal with Centene (NYSE: CNC).
