Unconditional offers are rarely given in general, and even more rare in medicine courses. Unconditional offers are generally given if your target grades are significantly above the entry requirements and the university therefore can confidently offer the place.
See no reason why it matters if you’re Scottish. For all purposes of the application you are considered a home student, no different to a Welsh, English or Northern Irish applicant
