2023: A Year in Review
2023, what a year! We started it off with implementing the NIH Data Management and Sharing policy, a policy that reflected many thoughtful discussions with researchers, professional societies, and NIH staff over the last several years. The year was capped off with Dr. Monica Bertagnolli beginning her tenure as the next NIH Director. We look forward to supporting her vision for NIH. Between those milestones, we announced that a simplified review framework for research project grants will take effect next January. We continued our focus on the future workforce, including those that support early-stage investigators, launc...

New Year ’s Resolutions: NIH Funding Edition
New year, same list of resolutions as last year, right? Consider freshening them up with some suggestions from NIH staff. Start the year with a plan. If your NIH-funded research generates scientific data, make sure you develop a data management and sharing plan, specifically. Keep it simple. We’re taking this one to heart and working to simplify the peer review framework of research project grant applications and improve NRSA fellowship review in 2025. On  a related note, make it easy on reviewers  by making sure your application clearly responds to the review criteria found in the funding opportunity. ...

Key Steps to Setting Up Your Subaward Agreement
Advancing scientific research and discovery often involves collaboration between various institutions, universities, and organizations. Subaward agreements are key to making this all happen. Are you looking to collaborate with other organizations in your research? Here are three steps to start setting up your subaward agreement, which must be done in partnership between the prime and subrecipient: The recipient must enter into a formal written agreement with each subrecipient Agreement must address the negotiated arrangements for meeting the scientific, administrative, financial, and reporting requirements of the...

How Do I Find Who My Signing Officials Are at My Institution?
For most institutions, the signing official (SO) is in the Office of Sponsored Research or equivalent. If you already have an eRA Commons account, you can find the list of signing officials for your institution in the Institution Profile. You may need an SO for various reasons — to submit an application or a request for additional materials or a Just-in-Time material; to add a new role; to add delegations; to update your email address in Commons; to reaffiliate your account to a new institution if you move to another institution and more. Log in to eRA Commons. Navigate to the Institutional Profile module by click...

A Reminder: Commons ID Required for All on Senior/Key Person Profile (Expanded) Form, Effective Mid-January
In April 2021, NIH announced that all personnel listed on the R&R Senior/Key Person Profile (Expanded) Form must have an eRA Commons ID. Those who did not comply were given a warning. Fast forward to now. Having given ample notice to the applicant and recipient community and seeing a high level of compliance, NIH will now update the warning to an error for non-compliance with this requirement in mid-January. Applicants will receive an error if the “Credential, e.g., agency field” is blank or does not contain a valid eRA Commons ID for all personnel on the form. That includes Senior/Key Personnel and Other Signif...

Opportunity to Comment on the Draft Guidance Framework for Federal Agency Exercise of March-In Rights
We would like to make you aware of an opportunity to provide feedback on a draft guidance framework designed to help federal agencies evaluate when it may be appropriate to exercise “march-in” rights under the Bayh-Dole Act. March-in refers to a federal agency’s right to march-in and require the contractor, an assignee, or exclusive licensee of a federally funded subject invention to grant a license to a responsible applicant or applicants, upon terms that are reasonable under the circumstances, and if the contractor, assignee, or exclusive licensee refuses such request, to grant a license itself. Currently, an ...

Webinar Recording Available: Implementation of Simplified Review Framework for Research Project Grants
In case you hadn’t heard, NIH is implementing a simplified review framework for the majority of research project grants with receipt dates of January 25, 2025 and beyond.   The simplified review framework is designed to better focus reviewers on answering key questions necessary to assess the scientific and technical merit of proposed research, help mitigate the effect of reputational bias on peer review, and reduce reviewer burden.  Over the course of the next year, we will be sharing plenty of resources with the extramural community to help guide them through this change.  For now, take som...

Check Case Studies on Inclusion Across the Lifespan
As you plan your human subjects research, use the Inclusion Across the Lifespan Case Studies to help you determine if your proposed study population is appropriate. Following the Inclusion Across the Lifespan policy, NIH-supported research must include individuals of all ages unless there is a scientific or ethical reason not to include a specific age group. The Case Studies summarize the scientific and ethical aspects of age-related inclusion in four fictional study scenarios. Consider Case #1:   Study summary: An investigator is planning a study analyzing stress and anxiety levels in children involved in care...

Allowable Costs to Improve Human Subjects Participation and Inclusion
Did you know that you can pay for childcare for your research participants while they are doing study activities? Find similar ideas to enhance your inclusion, recruitment, or retention of research participants in NIH’s new one-page tool: Allowable Costs Related to Participant Inclusion Activities on NIH Grants. The tool provides categorized examples of inclusion activities that typical NIH recipients could charge to their grants as allowable costs. Consult with your recipient institution to confirm whether your planned inclusion activities will be feasible in your context and fit your institution’s policies, the no...
