Draft code of practice for local public audit: consultation
National Audit Office - Under the Local Audit and Accountability Act 2014, the head of the National Audit Office (the Comptroller and Auditor General) takes on from the Audit Commission the role of preparing and maintaining the code of practice for local public audit. The code sets out the framework within which the auditors of local public bodies are required to carry out their work. Subject to parliament’s approval, the code will take effect from 1 April 2015 for audits for the financial year 2015-16. Mutuals in health: pathfinder programme - supporting health and care organisations explore the benefits of mutualisation

Special measures: one year on
Monitor - This document gives an update on progress made at 11 NHS trusts and foundation trusts that were put into special measures in July 2013. Practical measures that have led to significant changes at some of the trusts include: recruiting extra staff, using better systems to manage the way patients are moved throughout their stay from admission to discharge (known as ‘patient flow’), better managing patients with life threatening conditions and placing renewed emphasis on the quality of care provided. Monitor: regulating NHS foundation trusts
This report finds the number of NHS foundation trusts in difficulty is growing, possibly casting doubt on Monitor’s effectiveness as their regulator. It suggests that responsibility for overseeing the provision of healthcare is fragmented, and there is a strong risk of regulatory overlaps and gaps between Monitor’s role and those of other bodies, including the Care Quality Commission, the NHS Trust Development Authority, NHS England and the Department of Health.
