Performance of the foundation trust sector: 3 months ended 30 June 2015
This report finds that NHS foundation trusts (FTs) are providing the widest ever range of services to patients in order to protect their health and wellbeing. However, the report warns of the need to continue to improve how FTs operate - including making radical changes to how care is delivered - if they are to counter the intense pressure they’re under from an increased demand for care and a worst in a generation financial position.

Foundation trust and NHS trust mergers 2010 to 2015
This report looks at 20 mergers between 2010 and mid-2015 and finds that significant sums of money are being spent on such mergers (£2 billion on just 12 mergers over this period), often based on faulty argumentation and a lack of evidence that mergers offer lasting solutions. It concludes that the Department of Health, Monitor and the Trust Development Authority should support service improvement and transformation where possible, rather than instigate merger. If a merger is contemplated, there needs to be a more realistic assessment of the costs and benefits.

Foundation Blogs Round-up: Retail Clinics, E-Cigarettes, and More
Here is a sampling of foundation blog posts that recently caught my eye.
Health Care Delivery
“Retail Clinics Are Expanding Their Role within the Health Care System,” by Tara Oakman, on the Robert Wood Johnson Foundation’s (RWJF’s) Culture of Health blog, May 6. In this interesting post, Oakman writes about “doc-in-a-box” clinics. They are convenient and cost much less than a trip to a hospital emergency department and even less than a visit to a physician’s office, she notes. Oakman discusses a recent RWJF-funded study from Manatt Health that says that retail clinics can even assist in addressing some noncli...

Performance of the foundation trust sector: year ended 31 March 2015
This report summarises the performance of the NHS foundation trust sector for the final quarter of the year ending 31 March 2015. It found that foundation trusts treated 10.7 million emergency inpatients between April 2014 and March 2015, a 574,000 increase on the previous year. However, this increase in demand for care, combined with an over-reliance on expensive agency staff and the need to make cost savings, is putting trusts under sustained and exceptional pressure. The sector ended 2014/15 in deficit (-£349 million) for the first time, a sign of the increased pressures upon services.

Procurement and competition rules: can the NHS be exempted?
The King's Fund -This briefing seeks to clarify whether a new government could extract the NHS from European Union procurement and competition rules. It aims to clarify the current situation and assess what policy changes would be required should a new government wish to insulate the NHS from the application of the rules. It concludes that it is not possible to exempt the NHS from EU procurement and competition law. It does, however, suggest that the same aim could be achieved by making broader changes to policy, including bringing foundation trusts clearly back under the direct control of government.
