Why Do I Sometimes Get Different RePORTER Results when Using Advanced Search vs. Quick Search?
Research Portfolio Online Reporting Tools Expenditures and Results (RePORTER) is an electronic tool that allows users to search a repository of both intramural and extramural NIH-funded research projects and publications and patents resulting from NIH funding. Users can query the system in two distinct ways, either via “Advanced Search” or “Quick Search.” But its worth noting there can be a difference in the query results depending on which approach is used. As we first explained on this NIH Open Mike blog post, Quick Search is helpful for performing simple queries. Advanced Search allows you to use precisely de...

Reminders About Financial Conflicts of Interest and Other Support
A recent study from the HHS Office of Inspector General (OIG) affirmed that NIH  grant recipients play a key role in protecting the integrity and security of U.S. biomedical research, in part through requiring Investigators to disclose all of their significant financial interests and all sources of their other support. As noted by the OIG, failures by some recipients to disclose substantial contributions of resources from foreign entities (including foreign governments) have raised concerns about threats to the integrity of NIH-supported research. In response to the OIG recommendations, we are reminding grant applicants a...

Inflation and NIH Research Project Grants
Here we discuss how inflation has been relevant to NIH Research Project Grants (RPG), the largest component of extramural NIH funding. We can start with a straightforward question: What is inflation? The US Federal Reserve defines inflation as “the increase in the prices of goods and services over time.” Prices for research project grants may increase over time for a variety of reasons: Background inflation: Prices increase across the economy due to increases in the money supply and/or economy-wide demand and supply stresses; these are reflected in general price indices, such as the Gross Domestic Product (GDP) price ...

Submission and Processing of Federal Financial Reports
If you need to submit a Federal Financial Report (FFR) through the HHS Payment Management System (PMS), then you’ll want to be aware of two recent notices in the NIH Guide for Grants and Contracts. Some recipients have experienced issues submitting timely final FFRs. PMS does not allow recipients to submit reports that do not reconcile expenditure versus quarterly cash transaction data. NIH Final Federal Financial Reports (FFRs) will be converted to Interim Annual Reports in the Payment Management System (NOT-OD-21-138) describes steps taken to address these challenges and delays in reporting and certifying expenditure ...

Reminder of NIH Closeout Policies
Is your NIH grant coming to an end soon? Here’s a refresher on reporting deadlines, timeframes for drawing funds from the Payment Management System (PMS), and the process for amending a Federal Financial Reports (FFR). Recipients must submit a final FFR, Final Research Performance Progress Report (RPPR), and Final Invention Statement and Certification within 120 calendar days of the end of the period of performance (see NIHGPS Section 8.6). In the event that additional time is needed to fulfill the closeout requirements (e.g. prepare, revise, or amend financial reports), a no-cost extension should be requested. Recipient...

Federal Financial Report (FFR) Required to be Submitted in the Payment Management System, Effective January 1, 2021
Recipients will be required to submit the SF-425 Federal Financial Report, a statement of expenditures associated with their award, to the Payment Management System (PMS) instead of eRA Commons, effective January 1, 2021 (see NIH Guide Notice NOT-OD-20-127). The change in submission requirement is part of an HHS initiative to consolidate FFR reporting from all the HHS Operating Divisions into PMS. To make it seamless for recipients, clicking on the new Manage FFR button next to a particular grant on the Search for Federal Financial Report (FFR) screen in eRA Commons will take the recipient directly to PMS, where the recipi...
