Evidence-based social sciences in China: introduction to a special collection

At a conference on impact evaluation in January 2008, one of the opening speakers commented that we should not overstate the importance of studies of effectiveness in policy. They hadn't, for example, played a role in China's success. But a presentation shortly after challenged that view. When China began opening the economy in the mid-70s, it did so through experimentation. Whilst not organized as randomized controlled trials, the government tried out different incentive systems for farmers, firms and workers and learned from the results.
