CMS: Emergency Clearance: Public Information Collection Requirements Submitted to the Office of Management and Budget (OMB)

In light of the economic hardship faced by individuals and small employers due to the COVID-19 pandemic, the Centers for Medicare and Medicaid Services (CMS) is requesting the review of a new information collection request to collect health insurance premium credit data related to the COVID-19 Emergency under the emergency clearance process. The use of normal clearance procedures will not allow CMS to update its enrollment data in a timely fashion and would likely not be able to provide a timely distribution of 1095-A tax forms to affected consumers. Health Insurance Exchanges furnish Form 1095-A to individuals to allow them to reconcile the credit on their returns with advance payments of the premium tax credit (APTC) and file an accurate tax return. Comments on the emergency clearance review are due by August 24, 2020.
