The Facts About the L-1 Visa Program

ConclusionMultinational companies play an exceptionally important role in the United States. U.S. parent companies account for nearly a  quarter of all private sector output, nearly half of all exports, and nearly three quarters of all private research and development.[44] More than 30 million American workers ’ jobs depend on multinationals. The U.S. government should not further upend investment and job growth by these companies in the United States during the economic recovery. The unemployment rate in computer occupations where many L‐1s are employed did not increase at all during the downturn,[45] and the United States will need more L-1 workers as the economy expands.[1]Stuart Anderson, “High‐Skill Immigration Restrictions Expected Soon From Trump,”Forbes, May 28, 2020.Priscilla Alvarez, “White House prepares new immigration limits, using coronavirus as cover,” CNN, June 9, 2020.[2]8  U.S.C. 1101(a)(15)(L)[3]8  U.S.C. 1154(c)(2)(D)[4]8  U.S.C. 1154(c)(2)(B)[5]8  U.S.C. 1101(a)(15)(L)[6]8  U.S.C. 1154(c)(2)(F)[7]8  U.S.C. 1154(b)[8]P.L. 91 –225[9]PM-602 ‑0111[10]August 13, 1969 Congressional Record.[11]March 23, 1970 Congressional Record.[12]March 23, 1970 Congressional Record.[13] H.R.
