IMG - mccqe

Hi , I'm an IMG from Pakistan currently in USA for last 5 years on f2 visa as my husband is a full time student here. He was planning to get OPT after hia graduation but we've heard that Trump is gonna eliminate OPT period for international students completely so we'll be left with nothing to do after his graduation here.So I'm now thinking if I can apply for Canadian immigration after passing mccqe but I've read that only permanent residents or Canadian citizens are eligible to give that...
