Parents may be unable to care for their minor children for a variety of reasons, for example, death, serious illness, substance abuse, or incarceration, and may need to delegate their authority to others. Kinship caregivers need the authority to make decisions for the children in their care. Healthcare providers and organizations need to be comfortable, from a professional liability and a financial risk perspective, in relying on surrogates' authority. Ideally, such mechanisms should be clear and efficient.
