The side effects on health of a recovery plan in Italy: A nonparametric bounding approach

Using administrative data, for regions that underwent the program the paper estimates negative effects on hospitalization and (to some extent) mortality rates, without gains in terms of efficiency. The lower the reduction of expenditures, the less severe the consequences on health outcomes. Since the assumptions required by standard methods do not hold for this analysis, the main contribution of the paper is the application of bounds, that are valid under mild conditions.
