Oregon lawmakers find common ground on 'beagle bill'

Salem may be bogged down in a partisan battle over taxes, but lawmakers all seem to be pro-beagle. The House Committee on the Judiciary passed a bill on Wednesday to require research laboratories to offer dogs and cats for adoption when they are done being used as research subjects, rather than euthanizing them.
