Reality Makes Our Decisions: Ethical Challenges in Humanitarian Health in Situations of Extreme Violence

This 37-page report provides a summary and recommendations of a project that explored the ethical challenges humanitarian health organizations face in situations of extreme violence against civilians, particularly when healthcare facilities and personnel become targets in the conflict. Although the research focused on Syria, the recommendations may be useful in other violent contexts where humanitarian organizations work. The report is a collaboration of the Center for Public Health and Human Rights, Center for Humanitarian Health, Johns Hopkins Bloomberg School of Public Health; International Rescue Committee; and Syrian American Medical Society.
