ACA enrollment down 4 percent

Almost 8.5 million people signed up for 2019 plans under the Affordable Care Act, a drop of 4 percent from last year, according to the federal Centers for Medicare and Medicaid Services, which administers the program. A surge in signups in the last week of the enrollment period made up for a slow start.
