With a consent decree between Highmark and UPMC ending on June 30, 2019, thousands of seniors in western Pennsylvania with Highmark Medicare Advantage and Blue Cross Blue Shield insurance are facing a daunting choice: either switch providers or switch insurers to stay in-network.
