Christ Hospital filed notice Friday that it will appeal a Kentucky circuit judge ’s ruling that the Cincinnati-based health network shouldn’t be allowed to build a $24 million ambulatory surgery center in Fort Mitchell, which would anchor a $135 million mixed-use development. St. Elizabeth Healthcare, which is the dominant medical provider in Northern Kentucky, had objected to the surgery center on the grounds that such a facility wasn’t needed.
