Is this a reasonable excuse for having a bad year?

My GPA dropped from my usual 3.95 average to around a 3.7 my sophomore year of undergrad (predicted) due to multiple reasons revolving around being too involved my first semester, having an awful roommate who kept me up all night, and the housing administration at my university taking months to find a more suitable living space for me (while I was living in a friend's room/place because my own shared room was literally a garbage arena no joke) and having to just honestly think about life a... Is this a reasonable excuse for having a bad year?
