Request for Pre-Proposals: Understanding and Addressing Emerging Trends in Motorcycle Safety Deadline: 5:00 PM Eastern Time Friday, September 26, 2014 There is no minimum or maximum limit set; however, keep in mind that this is a competitive process and that the detailed budget and total requested amount will be a factor in determining approval for funding. In 2012, motorcyclist fatalities represented 15 percent of all motor vehicle deaths, comprising the highest proportion of all motor vehicle deaths recorded since 1975, despite representing only 3 percent of registered vehicles and less than 1 percent of vehicle miles traveled. While passenger vehicle occupant deaths have decreased by nearly a third since 2002, motorcyclist fatalities have increased nearly 50 percent in the same time period. The ages of riders killed in crashes shifted considerably: motorcyclist fatalities decreased among riders age 29 or younger, while fatalities among riders age 40 and over increased significantly. As gas prices rise, the number of registered motorcycles and motorcyclist fatalities are likely to increase. Basic countermeasures to increase motorcyclist safety exist, such as promoting helmet use, reducing alcohol impairment and speeding, and ensuring proper licensure and training, although they remain underutilized.
