Michigan Department of Health and Human Services. 02/20/2018 This 49-page toolkit contains general conceptual information about the models related to immediate bed availability (IBA), associated recommended checklists, and templates that may be used by hospitals to achieve the nationally recommended goal of opening 20 percent of the facility ' s staffed beds within four hours of incident notification to receive a surge of patients.
