Having good stats a crutch for low tier schools?

I was talking to my pre-med adviser and she made a claim that a low tier school, may not interview someone because their stats are high and they believe they will not attend that school anyways (basically don't want to waste their time). Is this actually a thing? I can't imagine a school simply not interviewing their top applicants, and maybe having a larger wait list?
