Guide to the Diversity Visa: Demographics, Criminality, and Terrorism Risk

ConclusionThe diversity visa is a relatively small green card category that has allowed in about a million legal immigrant principals since 1993, or about 5 percent of the total.   As far as we know, immigrants who entered on the diversity visa are responsible for committing one terrorist attack on U.S. soil that murdered eight people.  Foreign-born people from countries that have sent many diversity visa immigrants to the United States have lower incarceration rates than native-born Americans.  Calls to end the diversity visa based on a single deadly terrorist attack are premature. Table 1Diversity Visa Admissions by Country of Origin, 1993-2015 All Green CardsDiversityPercent of Immigrants on DiversityPercent of Diversity Immigrants Relative to All Diversity VisasAlgeria21,72811,17551.43%1.18%Bulgaria70,33233,89848.20%3.59%Albania90,12142,41947.07%4.50%Uzbekistan68,36429,66543.39%3.15%Togo22,9319,85742.99%1.05%Lithuania26,67411,10741.64%1.18%Benin4,7741,95440.93%0.21%Morocco76,11230,39839.94%3.22%Cameroon47,95116,29733.99%1.73%Tajikistan4,8671,64433.78%0.17%Congo, Democratic Republic26,8738,85232.94%0.94%Egypt148,60948,17832.42%5.11%Ethiopia200,41760,19430.03%6.38%Nepal94,46628,02529.67%2.97%Turkmenistan3,17191528.86%0.10%Congo, Republic14,6114,02627.55%0.43%Armenia52,32114,29727.33%1.52%Kenya103,30327,09426.23%2.87%Ghana132,66434,75526.20%3.69%Nigeria214,37256,04926.15%5.94%Romania100,43625,84525.73%2.74%Turkey77,64419,14824.66%2.03%Fiji26,7596,47524.20%0.69%Sierra Le...
