Managed-care plans are taking an unprecedented role in providing health care to poor Americans thanks in part to more states opting in to the ACA ’s Medicaid expansion. About 73% of Medicaid beneficiaries-- 54.8 million -- are enrolled in private plans that contract with Medicaid, a new report says.
