The data I'm aware of is in page 21 of this document. Oxford is at 16% and Cambridge 17%, with the third lowest at 29%. This highest is Wales and Leicester with 43%.
The GMC has a bunch of data on how many are on the speciality register but the data is weird - percentages don't add up and if you dig into individual years it gets weirder, so I'm not sure i trust it.
