Conclusions The reduction in passenger vehicle travel was generally consistent with observed increases in the rate of active transport trips, assuming that active trips mainly replaced shorter car trips. For the small cities studied, improvements in infrastructure and associated programmes appear to have successfully arrested the general decline in active mode use evident in recent years.
