"Pedro Enrique Duarte, a 48-year-old accountant from Cuba, shaved inside the bathroom of a fire station in rural Costa Rica. American law has long given Cubans special status to live in the U.S. and apply for a green card — provided they make the treacherous, 5,000-mile journey. Pedro, however, got stuck when Nicaragua refused to let the migrants pass.
